Local Funding Measure
Repairing and Upgrading Aging School Facilities
Many Reed Union School District classrooms and school facilities are aging and need repairs and upgrades to protect the high quality of education the RUSD community expects. Following a thorough facilities planning process, outside experts identified needed improvements at all three schools, including repairs to deteriorating and leaky roofs, aging plumbing, outdated heating and ventilation systems, and fire, electrical, security, and earthquake-safety systems. Some portable classrooms have also reached the end of their useful life. At Bel Aire Elementary School, several portable classrooms have been taken out of service due to mold.
Local Funding for School Repairs and Upgrades
RUSD has not placed a bond measure on the ballot in more than two decades, and repairs are now needed. To address identified facility repairs and upgrades, the RUSD Board of Trustees voted unanimously to place Measure O, a school improvement bond measure, on the November 3, 2026 ballot. If approved by local voters, Measure O would authorize up to $115 million in bonds and levy up to $30 per $100,000 of assessed (not market) value while the bonds are outstanding.
If approved, Measure O funding would be used to:
- Attract and retain high-quality teachers
- Repair leaky roofs, deteriorating classrooms, and bathrooms
- Remove mold and asbestos
- Update fire alarms, sprinklers, emergency communications systems, and earthquake safety
- Maintain accessibility for students with disabilities
- Keep schools safe and clean
- Update outdated security and electrical systems
- Replace deteriorating portable classrooms with permanent classrooms
Local Control and Fiscal Accountability
If approved by voters, Measure O would be subject to strict accountability requirements:
- All funds would be controlled locally and spent on voter-approved projects only
- No funds could be taken away by the state or federal government
- No funds could be spent on administrator salaries or pensions
- Independent oversight and annual audits would be required
